The government's new ministry was sworn in on Monday after it was forced into a swift reshuffle five months out from the November state election.
Victorian Labor's leadership group is now more than 50 per cent women and there are 14 women in cabinet, the most of any Australian jurisdiction.
"I think that is fantastic, long overdue, and exactly what we are all about - not just talking about gender equality and advancing the interests of all Victorians, but doing that," Mr Andrews said.
The Premier unveiled his new-look frontbench on Saturday and crowned Jacinta Allan as deputy premier, the second woman to take the post in Victoria's history.
Ms Allan said the significance wasn't lost on her, and very few Labor members of parliament, along with regional Victorians, had the same privilege.
She wanted her appointment to demonstrate that the Victorian government rewarded strong performance, regardless of someone's gender, postcode, or background.
Former deputy premier James Merlino, health minister Martin Foley, industry support minister Martin Pakula and police minister Lisa Neville stepped down from cabinet on Friday, along with retiring planning minister Richard Wynne, prompting the reshuffle.
The group are also not contesting the next election.
Their replacements Lizzie Blandthorn, Steve Dimopoulos, Harriet Shing and Colin Brooks were sworn in by Governor Linda Dessau in a ceremony at Government House on Monday afternoon.
Sonya Kilkenny, the incoming Minister for Corrections, Youth Justice, Victim Support, Fishing and Boating, was unable to attend due to COVID-19, and will be sworn in at a later date.
Mr Dimopoulos has been elevated to Tourism, Sport and Major Events Minister as well as Creative Industries Minister, and Ms Shing is now the Minister for Water, Regional Development and Equality.
While Mr Dimopoulos has always felt comfortable with his sexuality in the Andrews government, he was sure there were many gay men and women in previous cabinets that could not be open about theirs, he said.
"So I'm sort of feeling a little bit nostalgic for so many others in the past who didn't get the openness and the transparency and the choice," Mr Dimopoulos said.
"I feel in a sense that I'm standing here in many other peoples' place."
Ms Shing, who is also gay, said she wanted to make sure LGBTQI people's visibility remained front-and-centre, and she has no tolerance for any framework that includes transphobic commentary or actions.
"When we look at the levels of discrimination, of harassment and of vilification that trans Victorians face every single day ... it should be beyond doubt that we take the action necessary to make sure that they are protected," she said.
Mr Brooks has become the Child Protection and Family Services Minister and Minister for Disability, Ageing and Carers, while Ms Blandthorn has taken over as Planning Minister and the party's leader of the lower house.
Other cabinet ministers were also sworn into their new portfolios, including new Health Minister Mary-Anne Thomas and Education Minister Natalie Hutchins.
Opposition Leader Matthew Guy said he wants as many women in his frontbench as possible after the November election.
"We know we've got work to do as a party to get to parity in our elected numbers and we're going to do that," he told reporters on Monday.
"I can't fix that today but we know we have that issue that we will come to."
