Last month the contractor, Farley Pools, advised Moira Shire Council that all the existing equipment will need to be replaced as it is unsuitable, damaged and/or did not meet regulations and Australian Standards.
The additional works required include replacement of the balance tank with a new tank, installation of a plant room, and supply and set up of equipment to operate the splash park that complies with regulations.
A reallocation of $387,000 budget from the 2022/23 renewal program was also authorised to cover the additional works and a contingency amount with the total estimated cost for all of the additional works to be $366,452.
Councillor Peter Mansfield passed the motion to approve the additional works with a total estimated cost of $366,452, saying that council found after inspection of the existing park that there were bulk problems with the extension.
“The recommendation will ensure the works can be completed as per the design,” Cr Mansfield said.
“The timeline has been pushed out so hopefully it will be fully operational by December 23.
“It will be a great acquisition to the foreshore with a lot of people coming from far and wide to use the facility and it will also enhance the all abilities playground for all to use.”
Cr Judy Heather acknowledged Cr Mansfield’s comments and said it will be advantageous to have the splash park back again.
“I wasn’t thinking that we would find these issues but now they have, we certainly want our splash park back in some operational form,” Cr Heather said.
“So with all the additional costs, I don’t think we can turn around now that we have come that far.”
Cr Peter Elliott said that although the project price has increased, it will be good for the project to be complete and hopefully this can be done this summer.
“The original budget was $500,000 but unfortunately the existing equipment had reached the end of its life and needs to be replaced,” Cr Elliott said.
“This adds to the project price but let’s just get the job done before the summer break.”

The contractor informed council that the new splash park will be unable to operate without the replacement of the balance tank and plant room equipment and installation of a new plant room. The contractor has confirmed that it would be difficult to reinstate the original splash park on a temporary basis for the summer period as the equipment is no longer functional. but there have been several delays already due to the weather.
Works on the splash park have commenced with the equipment ordered and is still on track to be operational by December 23 even with the large number of days lost to rain however the delivery of the project will also be subject to availability of contractors, materials and resources.
