I am writing in response to the recent article regarding attendance figures at Campaspe Shire’s outdoor swimming pools and the impact of free entry during the 2025-26 season.
While the article suggests that free entry failed to increase attendance and highlights declining numbers across the shire, the figures presented tell a different story, particularly for Stanhope.
The article states that attendance was down at Stanhope pool. In fact, attendance increased from 1903 visits in 2024-25 to 2253 visits in 2025-26, representing an increase of almost 19 per cent. This was one of the strongest attendance improvements across the shire and should be acknowledged as a positive outcome.
The article also implies that the introduction of free entry has not been successful. However, when attendance figures are viewed over the three years since the COVID-19 disruptions, the data does not support that conclusion. Attendance at Stanhope pool remains significantly higher than pre-COVID levels and has shown resilience despite a range of challenges faced by rural communities.
The Stanhope and District Development Committee also ran water aerobics sessions twice a week for the 2025-26 season with approximately 10 to 15 people attending each session which certainly helped our figures (this was a volunteer program).
It is also important to consider factors that may have influenced attendance figures across the shire. Several pools have experienced difficulties securing sufficient lifeguards, resulting in reduced operating hours and, at times, closures, due to the weather. Limited opening times inevitably affect attendance numbers and make it difficult to draw direct conclusions about community demand or the effectiveness of free entry.
Free access to public pools provides more than just increased attendance. It encourages physical activity, promotes water safety, provides a safe and affordable place for families during hot weather, and supports the health and wellbeing of local communities.
We believe it is important that discussions about the future of our outdoor pools are based on accurate interpretation of the data and a full understanding of the factors that influence attendance.
Rather than viewing the free entry initiative as unsuccessful, council should recognise the important community benefits it provides and consider the broader circumstances that have affected attendance figures across the shire.
