Council will set aside $1.66 million in the draft budget with grants targeted at $4.98 million totalling a target of $6.64 million for the stadium project.
In total key capital projects in the draft budget for Yarrawonga and surrounds are set to receive more than $9.78 million.
Approximately $3.5 million will be spent directly from council funding for these key capital projects and designs, with state and federal grants as well as user contributions to assist with the remaining $6.3million.
Some of the key projects in Yarrawonga and surrounds aside from the Yarrawonga Multisport Stadium include a Gilmore Street upgrade, Tungamah Recreation Reserve upgrade, Yarrawonga Library funding, drainage works, maintenance of the town hall, Rotary Park upgrade, Channel Road maintenance and a number of others.
Moira Shire Council Mayor Libro Mustica said each year the review process recognises the changing needs and population shifts within and across the shire and ensures council continue to achieve the council plan priorities.
“The 2019/20 budget commits council to delivering its largest ever capital works program with a total of $22.1 million of works with the majority ($11.3) million funded from council resources and the balance from a combination of state and federal grants, rates, user contributions and $2.9 million drawn from council’s reserves,” Cr Mustica said.
Mr Mustica outlined several key assumptions for the 2019/20 draft budget:
• the Victorian Government’s Fair Go Rates System rate cap is set at 2.5% for the 2019/20 year.
• invest $8.2 million to maintain existing assets and facilities in line with the council’s commitment to a minimum 80% asset renewal.
• $6.6 million for the construction of the Yarrawonga Multisport stadium.
• $900,000 for the redevelopment of the Tungamah Recreation Reserve change rooms.
• $8.4 million for roads, drainage and kerb and channel works across the shire including Gilmore Street Yarrawonga, Station Street Numurkah and accessible car parking in Yarrawonga and Numurkah.
“Council does not propose new borrowings in the current 2019/20 year but foreshadows future borrowings for large scale projects proposed in the four-year budget outlook,” he said.
“The 2019/20 budget should also be read in conjunction with the four-year Strategic Resource Plan (SRP).
“The SRP proposes council will deliver $78.7 million of works over the four-year period to 2023 and identifies priority investment areas including almost $20 million of new and upgraded infrastructure and a sustained program of investment in drainage and flood mitigation works.”
As well as announcing projects for current capital works Moira Shire Council also maintains a number of reserves for future capital works including Botts Road – Murray Valley Highway intersection which plans to allocate funds provided by developers to improving the intersection. The Yarrawonga Wetlands drainage reserve has also been listed for future capital works from funds provided by developers.
Council will seek feedback on the 2019/20 draft budget with community information sessions during May.
The feedback will be considered by council prior to adopting the budget and SRP with or without amendment at a future council meeting.
“Moira Shire Council looks forward to working with our community to confirm and deliver the 2019/20 budget and Strategic Resource Plan,” Cr Mustica said.
