Her birthday was on Wednesday and the eight-year anniversary of her death falls on Thursday.
"I like to think of her birthday as a celebration," friend Lija Matthews told AAP.
"But that is marred by the next day being the worst day of my life."
Ms Fraser's ex-partner Adrian Basham killed the mother of three at Victoria's Phillip Island on July 23, 2018, beating her and staging her death as a suicide.
Basham is serving life in prison after being found guilty of the 41-year-old's murder and is due to challenge both his conviction and sentence at an appeal hearing in August.
After losing her dear friend after years of domineering and controlling family violence, Ms Matthews turned her grief into action.
"My life changed forever, I lost a bit of my heart that day, that's when I started thinking, why did this happen?" she said.
"Instead of shaking my fist at the sky and getting angry about everything, maybe it's up to me to make a difference in her name."
Her charity Change for Sam is now helping victim-survivors of family violence directly, by adding an important tool to their safety toolkit: personal safety devices.
"Both Sam and I had never heard of personal safety devices, and we didn't know they existed, so I wondered how many other Australians didn't know they exist," Ms Matthews said.
"And there seemed to be gaps in the system, that people weren't eligible for government-funded devices, so they were slipping through the cracks if they didn't meet certain criteria."
Frontline family violence service providers are funded by the Victorian government to provide personal safety devices, but many people are not eligible for them.
In the past two years, Change for Sam has provided 309 devices to about 800 victim-survivors through those same service providers.
"If somebody doesn't meet the criteria for a government-funded device, they can have one of ours, and our criteria is: would you feel safer with one? Yes, there you go," Ms Matthews said.
She said the devices could be worn and if a person was feeling unsafe they hold a duress button for a couple of seconds, which made no sound and transmitted to a 24/7 professional monitoring company.
The company begins recording via the device and then each case is triaged, in serious situations they call emergency services to the GPS location of the device.
The device continues recording until help arrives and the recordings can also be used in court as evidence if required.Â
"They won't be the answer for everyone, but they should be at least offered or spoken about at the time of disclosing or talking about safety measures to let the victim-survivor have that option," she said.
Ms Matthews said a lack of awareness among service providers, victim-survivors and even governments that the devices existed was part of the issue with access.
In June, she spoke to the federal inquiry into the relationship between domestic, family and sexual violence and suicide, where the chair admitted she did not know about the devices.
Both the Victorian and NSW state governments provide safety or duress devices to people assessed as high risk or at serious threat of family violence.
However, data on their use is not collected nor publicly released, likely due to the private nature of the devices.
Ms Matthews would love to one day offer the tool to frontline service providers nationally, to grow the legacy she built for her friend.
"Sam was a psychologist who helped people through a lot of difficult times in their lives, while she was going through a lot as well," she said.
"I know she wanted to make a difference in this space, and she is now."
