Mr Butler’s reappointment comes at a time when momentum is building for a potential deamalgamation of Federation Council area, which was formed from the previous Corowa and Urana Shires.
Mr Butler was highly regarded as general manager at Urana Shire before the forced amalgamations and at Federation Council where mayor, Cheryl Cook cited a period notable stability and growth under his management.
Following a formal resolution at the February Council meeting, the decision secures the organisation’s executive leadership role through to 2031.
The meeting confirmed an immediate 5 per cent increase to Mr Butler’s total renumeration package with a clause for further one per cent annual increases based on "More than Satisfactory" performance reviews.
Councillors David Bott and Derek Schoen requested their votes against the motion be recorded.
As general manager, Mr Butler is a vital link between the elected council and the operational arm, responsible for the day-to-day management of council operations, overseeing the delivery of the Community Strategic Plan, and managing a multi-million-dollar budget and diverse workforce.

“The reappointment also provides Council with the executive continuity required to deliver on long-term infrastructure projects and strategic community initiatives."
Mr Butler has led the council through a transformative period for the past eight years and has welcomed the opportunity to continue his work with the community and staff.
"I am honoured by the confidence the mayor and councillors have placed in me to lead this great organisation for another five years," Mr Butler said.
"We have achieved a great deal together, but there is still much to be done.
“I look forward to working alongside our dedicated staff and the community to ensure Federation Council remains a vibrant, sustainable, and innovative place to live and work."
